National Grid Excelsior Jobs Discount Program (“EJP”) – Gas and Electric
- Customers qualifying for New York State’s Excelsior Jobs Program can apply to National Grid for discounted gas and electric delivery rates applicable to load growth of at least 25% (or 100kW for electric customers).
- Customers participating in the New York State Excelsior Jobs Program will receive a certificate of tax credit from the State of New York each year. This certificate entitles the customer to receive service at discounted rates for the following 12-month period commencing with the next full-billing period after the utility receives the certificate of tax credit, pending application to and approval by National Grid.
- Customers must be served under a non-residential rate class.
- Delivery discounts apply to additional load growth only, vary based on rate class, and are subject to change.
- There is a brief application associated with this program.
- Qualified customers are eligible for discounted delivery rates for up to a ten-year term.
- All EJP Customers pay full standard tariff charges on their non-EJP load.
- For Electric Rate Discounts: Existing customers must increase demand by the lesser of twenty-five (25) percent or 100 kW; new customers adding new, permanent load will have zero baseline
- For Gas Rate Discounts: Existing customers must permanently increase their annual base load gas consumption by twenty-five (25) percent or more; for new customers with no historical usage, the monthly base usage will be considered as zero

Service Classification No. 12 (SC-12) is an individually negotiated contract rate that may provide discounted electric delivery service to large commercial and industrial customers who can demonstrate and document a serious competitive challenge (e.g. closure or relocation of a facility) or opportunity (business attraction or expansion). Detailed program eligibility and documentation requirements can be found beginning on Leaf 450 of the Niagara Mohawk Power Corporation Tariff (P.S.C. No. 220 Electricity). National Grid is required to file a quarterly summary of SC-12 program activity with the NY Public Service Commission, subject to full confidentiality protection as a trade secret.
